			<content:encoded><![CDATA[<p>During the week of the 25<sup>th</sup> of November in 2011, Venezuela received the first order of <a href="http://www.monex.com/prods/gold.html" target="_blank">gold bars</a> after an order from Hugo Chávez to return almost all the Venezuelan gold bullion held overseas to national soil in addition to the 154 tons of gold bullion the country already holds, locally. An official at the Dow Jones Newswire claimed that Venezuela would cost approximately $7 million, including insurance holdings.</p>

<p>In an article called “Venezuela gets its first shipment of gold bars back from Europe”, The Guardian reports that the recall will move approximately $11 billion worth of gold ingots to Venezuela totaling close to 160 tons. A total of 90% of Venezuelan gold should return home, via airplane shipment, by the end of the year.<span id="more-344"></span></p>

<p>The Venezuelan central bank chief, Nelson Merentes, could not say with any certainty how much gold arrived with the initial shipment when reached for comment.  According to the second update of Wall Street Journal article, however, “Venezuela Repatriates First Gold Shipment From Europe”, public supporters gathered outside of the airport estimated the shipment at around $300 million.</p>
<p>&nbsp;</p>
<p>The <a href="http://www.ibtimes.com/articles/210835/20110908/gold-silver.htm">gold</a> arrived via air on the Maiquetia airport and transferred immediately into flat planks. It was then transferred, via armed guard, to a handful of armored vehicles destined for Caracas.</p>
<p>&nbsp;</p>
<p>Publically, Chavez claimed that the intention of his recall is to shelter the financial well being of Venezuela from the inevitable economic storm approaching Europe and the U.S. It also protects Venezuela’s finances from potential seizures that could follow cases of arbitration like those that will ensue over nationalizing big US oil.</p>

<p>Those suspicious of Chavez’s decision believe the president plans to use all of the money the gold represents in order to fund their military operations. A running joke amongst onlookers was that the president intended to give all of the gold to Cuba as a present. The president insisted: “It’s our gold,” and that it never should have left the country in the first place.</p>
<p>&nbsp;</p>
<p>A more serious anxiety about the decision is that the President made this decision of fear that his offshore reserves may get seized, not unlike those of Muammar Gaddafi.</p>

<p>Other such concerns are that the move, on behalf of Chavez, will reduce further the transparency of a government that is already not particularly well known for transparency.</p>

<p>Before the repatriation began, approximately 99 tons of Venezuelan gold were held in vaults belonging The Bank of England as well as several smaller amounts in Switzerland, the US and Nova Scotia.</p>
